Yeah If you make it easy for team mates to fuck eachother over and block progress then it'll create salt. It's technically PvE but it's reliance on allies almost makes it PvP in reverse, where you only win if the other player is above a certain skill level, where as with traditional PvP you tend to win if your other player is below your skill level, except that in this instance you're being punished for your allies being bad, which causes the worst kinds of toxicity.

The fastest way to get Stalker to show up is farming ducats and buying Stalker Beacons, making it 100% chance for him to pop up.
Besides that, all you can do is play the game normally with your pals and hope he shows up. Might be immediate, might be hours. That's how chance works. The beacons are the only way to increase chance.
When farming for the marking lads, I used to do Invasion games with the people who also had the mark to get something out of doing fast missions over and over, and at the same time we all get more marks for working against grineer/corpus thus increasing chance at something at all showing up for all our effort.

Also the issue with short missions is that he can show up as you extract.

Stalker actually has stacking marks. The more unique bosses you defeat, the more stalker marks you have which increases the effective chance for him to show up. Each boss mark is also uniquely consumed. This is [I]not[/I] additive, and bosses for nodes that don't always exist (Mutalist alad, J-3 Golem) will count as long as you can get the email from Stalker. You don't actually need to get the email, mind, as long as it's possible that boss will count.
I've had 4 assassins show up in 241 hours where I had 2-3 marks (+ 2 hated factions for the last half) most of the time.

Actually you'd want to do missions that are moderate length in time.
Sure he can spawn immediate extremely rarely so I've heard, but he always has his normal chance to spawn at 4 minutes and up, same with Void Vor but I believe he's probably 5 minutes instead.

Also, lower your conclave, he loves to spawn in on people who have lower conclave which usually means they are running unranked/low rank gear and he loves easy pickings. I believe 700 and below is where the sweet spot is.
I've tested it before, it does somewhat work.

we were playing in a 4 man group yesterday and the stalker attacked 4 times in a row, never saw that before.

It always bothered me how funky boss weak spots are in the game. Sometimes you shoot right at it and registers no damage. You always end up having to shoot in a weird specific way to get a hit on it.
