It probably means that, by and large, Focus is now conceptually finalized. Had they put out this video shortly after The Second Dream, it wouldn't have contained the bit about Convergence for example. Since then they may have tossed around some other ideas, but decided to stick with Focus as-is.

All these things you're listing are things that are outer clothes.
He's asking about why there are panties on the outside of a suit, not why warframes have parts that look like clothing, you're answering the wrong question really.
Same difference; why does a bipedal remote controlled warmachine need clothes? Underwear/outerwear distinction is irrelevant.
