Depends on the type of sortie, I guess. I would say that generally if you can kill a level 70 without many problems then you should be alright.
If you have a tolerably modded tonkor you'll be dandy

Get Simulacrum access from Simaris.
If it takes over 15 seconds for you to kill a regular level 100 enemy in sorties you should probably wait a bit longer, you can still do it but you'd be carried.

I don't think he has level 100 enemies unlocked in the Simulacrum.

Usually I decide on a theme that fits with the Warframe and see if I can make a colour pallet that suits it

Varies massively between frames; the only real consistency is that all my prime frames are black and gold, with blue-green energy. Weapon choices also end up fairly thematic; prime frames usually get either prime weapons or weapons that can be made to look prime (sancti tigris, dex sybaris, etc), if I'm using Harkonar armour all my weapons will be Grineer, and so on.

I tend to make most of mine Orokin-themed, with some red thrown in. It's divided pretty evenly between Frost Prime's default color palette and those same colors but white primary instead of black/obsidian. Ivara is the same color scheme as the one in my avatar, Valkyr is her default colors on the pre-Corpus skin, and Hydroid is my old Mass Effect 3 multiplayer color scheme: Orange, teal, white, and green, with pink energy.

I'm sure they'll just color him darker colors like Frost Prime but I don't think the gleaming gold would really work out even in small amounts.
