That's a surprisingly common misconception with no roots in reality.
Around a year ago, I went and collected data on console framerates and resolutions (for this gen), and the results were just as you'd expect.
PS4 > X1 > Wii U
I mean, obviously this is heavily based on the gpu performance of the respective consoles. No surprises here.
Where did people get the "Only Wii U has 1080p 60 games" thing from when it barely has any? (most would be 2D games, if you even count those)

Windwaker HD is 1080p30 and Bayonetta 1/2 are 720p60

The problem with 30FPS is that unless you're able to maintain a perfect 30 the entire time, you immediately notice a drop in frame-rate, even if you're going from 30 to 26 or something. If you're at 60 and you drop to 54 it's not nearly as noticeable.
anything you're not used to is noticeable. i can certainly tell the difference between 54 and 60, because i'm used to 60. most things i play (bar counter strike) i have capped at 60 because vsync and they stay at 60 because my rig is decent
similarly i'm usually fine with 30 fps when i rarely play console stuff because console games are usually optimised to stay at 30 100% of the time, so any dips are less jarring. i might be able to notice that it isn't 60 when i first start playing but you get used to it after a while if it stays consistent
I've been playing Fallout 4 on Survival since the start. It's pretty tough at first, especially if you don't choose the right perks but eventually you accumulate enough good gear and do stuff like this without breaking a sweat:

I basically build my crit meter with my 10mm pistol which has a bonus to accumulate crit faster, then stack the effect of chems and food items and initiate a crit with my most powerful weapon. It never fails. I also have a laser rifle that can stagger which is great to buy time until my AP is refilled.
It's fun to win fair and square instead of having to cheese enemies.

sernix is fun but they need to really make it so the AI doesn't take half a magazine to kill
sometimes more is less and sernix is a perfect example of that
