It probably would be, but that isn't because the blur makes it more interesting, it just helps to negate the fact that the background is completely devoid of anything interesting. But really to say that the image is interesting even with the blur is kind of silly. My explanation was in a general sense. There is only so much you can do with movement to make something interesting. I am just responding to him bringing cameras (which are real things that have limitations and trade-offs) into the picture. basically there are a few things to do to something to create motion, just because you did all of the things to create motion at the same time doesn't mean that you made something nice.

It's more interesting because of the blurring. Because without it there is significantly less sense of speed. Freezing motion can create more interesting images if it's uncommon to see those images frozen. Seeing players in football hovering over the field as they run, the ball sitting on someones head, or someone diving.
A car sitting in the road, frozen, looks like a car sitting in the road frozen. Even then, the blur is useful for pushing the car into the foreground. Otherwise all the dirt, road, and grass would be distracting.
