In this particular case, I forced the game to run in 4K, and recorded some of my replays at 5% speed. I can't run the game in 4K and 60fps, so I recorded in 30fps. This gives 20 samples of motionblur per frame, but the results are good (refer to guide) The rest was done in After Effects using that guide. (After Effects has an export frame option for still images)
