I think the lore reason was that Washington was so horribly fucked in the ass that it actually did need a huge fucking purifier made of pure radiation to even attempt to clean it up.
He was still a talentless hack though.
I want to fuck up the annoying drug addict woman from the first quest. Hate her so much and she's taking the piss living in MY settlement. I should have her crucified at once.

It's been a looooong time since I've done this anyway, heh.
So I'm giving Fallout 4 a try here to see how it runs, here's my specs
AMD Phenom II X4 955 3.2ghz
16GB RAM
HD 7850 w/ 1GB VRAM
Installed to SSD
My settings are: 1920x1080, TSAA AntiAliasing, 16x AF, ULTRA textures, Low Shadows, Medium distance, Godrays turned off (Start game with low preset. Exit game, Customize settings. Godrays will stay off this way) DoF Low, Ambient occlusion SSAO, The boxes all checked minus motion blur. Fade distances are medium and the sliders are half way across the board
The game when there isn't too much on screen, stays at 60. When looking through say that first wooded area when you cross the stream, it'll dip to 25 or so at the lowest. There's no stuttering, either. I expect Diamond City to drop to the teens or lower. But looking at my feet and instantly hitting where my framerate is capped means it's purely my video card
if I go into the display settings ingame and INCREASE the fade sliders a tick and return to the game, my framerate jumps up by 5-10. Every time. For no reason. It's weird.
There's also nothing that I see (Except lighting/godrays/tesselation) that warrants such bad performance, in all honesty. I expect it'll run pretty great with a couple patches
I got the game at target but no Nuka Cola drinks. Damn.

i'm not agreeing that this game is the pinnacle of literature, i'm just trying to say that you should ease up a bit. every post i've seen you make has been a complaint about the writing in some form or another and it annoys me that there's so many people out there that have completely written off bethesda fallout games simply because the obsidian one had some better writing (personally I enjoyed fallout 3 more as a game, but to each their own). who gives a damn about some tiny plot holes and some iffy writing. the dialogue wheel is a pain in the arse at times because you're not 100% sure what it means but otherwise the game is fucking incredible. you can't let small things like that spoil everything else

You'll not be able to get one with that texture (kinda dirty) but there are a couple of brand new ones in the vault near the exit.
There are also other ones in the other vaults
