Does owning guns automatically make you american? I own a few weapons I've bought over the years, and yes my flagdog is correct.
What does the skull by an enemy mean? Much higher lvl or does it give good loot? I've gotten 2 epics out of 3 skull guys, and they were all pretty hard to kill

Naw I think he said that because he was also in Finland (based on his flagdog) and I'm guessing it's relatively hard to get weapons in Finland in comparison to america

seems to indicate "boss" like enemies, or maybe enemies with high ass damage resist? legendarys will always seem to have the legendary part in their name when you target them. But I have seen a glowing mutant hound have a Skull without having legendary in its name and it also dropped a legendary

If anyone else has this problem, what I did was alt tab out to pause the game, quicksave, then restart the game and continue.
