Source SDK 2013 is for the FREE version.
The paid Steam version is on a different engine, they are not allowed to say which.

The reason why they were forced to change engines is because it is forbidden to sell games on the SDK engine.

I thought one of the reasons why they have, in the past, denied it would go retail was because of the clusterfuck it would be to find everyone who has worked on this project and pay them for their work?

But they did explicitly say "full access to the Source engine", in which case if they did have some secret deal to develop on Source 2, they probably wouldn't want to throw out phrases like that. So I'm not sure what's going on with that.
I really want to whine and bitch about this change, I feel like I've been lied to. And after waiting so long for this.
But ultimately, I can understand where they come from. And they're still offering an updated free version, so I really have no right to complain.

You're right, but things can be different. Maybe the (paid) game will be on Source 2. Or maybe not. Nobody knows this.

We already know the Free version is on SDK 2013.

Well, this is actually great.
I was a bit saddened when it occurred to me that the Steam version won't have fancy Portal 2 shadows and probably won't have updated HECU AI, but now that I know they have full control over the engine I am extremely optimistic. Optimisation and lighting are sure to come.

I'd with full engine access they will be able to clean some things up. Like they said they won't have to work around as much.
I hope the HECU AI is leagues better. Or the AI in general, but the HECU AI stands out as dumb..

The picture you posted. The major reason they cite for why it won't be a paid game is because it would be illegal. With their deal with Valve, it is no longer illegal. I fail to see the issue.

Pretty sure the HECU AI is being looked at.
So since they are trying to open BM up to modding, maybe we could see some really cool stuff like new gamemodes for MP.
I'd like to see a Xenians vs HECU asymmetrical MP mode made, that would be pretty cool.
Of course more elaborate gore would be cool too, where you could blow off body parts instead of just have enemies explode like HL1.
I liked the ridiculous gib system. It gave the game a bit of narm, which was an important part of Half-Life
I just hope the HECU don't have 100% accurate aimbot in the new version
That's pretty easily fixable with some convars so I'd imagine it'd go along with whatever AI improvements they are making.
