I would believe it, they've talked about adding LC since before launch, but then he posted a picture that's very obviously GTA4 with a snow mod (not R*'s snow shader). If he tries to pass that off as real then he's lying.

It's not trying to look like a snowy image, it's just the white "heavenly" filter over it. If you look close you'll see there are still brown/orange trees and clear roads.
I'd believe it's GTA V just down to the fact that I can't remember IV rendering cars at that distance, not even the fake ones.

The weirdest part about that Cargobob is that it's "cargobob4" and not just a replacement/overwrite of the standard Cargobob. They're functionally identical besides the level of detail, so I don't see why they didn't replace the original.

The Liberty City thing is a definite possibility as Rockstar was interested in the idea of it though, but everything being said right now is pure speculation. Nobody seems to actually have any leaked content to show that proves it is coming.
Regardless of whether LC comes to GTA V next year, 2016 will probably be rather eventful for GTA V. Story mode DLC was referenced in some code earlier this year, so we might actually see that in 2016 since most major updates have snippets of code found a year before they're released. Hopefully Rockstar doesn't make the SP DLC shit. Also, we still should have a second lowriders update coming soon.
All I remember is that Rockstar HAS said they'd like to revisit LC with GTAV, but that "the older systems are holding us back, so we wouldn't be able to"
That's not true anymore though, Rockstar outmoded them, so who knows.
Maybe that's why they gave us yachts. So we could sail to other places.
