Like, that's the ONE air vehicle I want in GTAV. Call it the Turkey VTOL and add dual sliding bay doors with mounted guns inside, opening rear hatch, a few rounds of anti-SAM chaff, the works. That would be awesome. Hell, maybe the ability to lock a single vehicle (smaller than a Patriot) into the bay by driving it up the ramp and exiting it.

It's the same road APB and many games before it took, the new content is [I]only[/I] for people that continue to pay exorbitant amounts of real-life cash.
And yet GTAO is still not pay to win, thankfully. You need RP and levels to get the really good stuff like miniguns and RPGs and heavy snipers, which you can't buy with real money.
Even stuff like the heist vehicles, you need to actually beat that heist (or at least that setup) to buy them, and even then, all of them except the Insurgent get bodied by a single shot from the homing launcher: something anyone can buy at any level, and isn't even that expensive.
Outside of the weapons, nearly everything else is entirely optional content which won't make your experience any worse by ignoring it. It's all "That's cool, I want that" content, not "I need that to get an edge" content, aside from literally three things which have easily obtainable hard counters, and which won't do you any good at all if you're bad at the game to begin with.

Even when it comes to races, results are more often than not (unless you picked a REALLY bad car) reliant on the driver rather than the car. Top-end sports and supercars often make up for their grand performance with reduced durability (Osiris, Jester Racecar) or highly specialized use cases (Z-Type, Blade), and almost every class has a cheaper, more durable and more well-rounded car that can still do very well in skilled hands (Dominator, Zentorno, Elegy), so the grand majority of the time, skill is still king. And you can't buy skill.
not like it matters, many people already used trainers to make themselves high ranked and gave themselves minigun's and heavy snipers.
gta will never be like apb because apb's combat is arcadey and relies on techniques and tactics that would never be practical in gta

The comparison was the cash milking with exclusive content, not the game itself. Playing GTAV legit, without cheating or grinding, but also without spending real cash, you will [I]never[/I] get any of the new content that's being added. That content is intended for people who spend money on shark cards, with a side-effect that no-lifers who grind several hours a day for several days may access it as well.

Not really. When the game first came out, the most expensive thing was the Adder at $1,000,000. Fancy cars and stuff were intended to be luxury items that few players could obtain, but now everyone's driving around in Progen T20s like they're Toyota Corollas.

I don't give a shit if a game has grind, as long as it has fun also. And preferably other people to share both with. That's what keeps me playing GTAO.

I somewhat agree, however, I find GTAO's grind not fun at all. You get too little for doing too much and you rarely encounter people who you can have an enjoyable time with. Missions + Heists are less fun than freeroam to me, honestly, so the grind where you need to do missions and heists is just a hassle. A very, very, very long hassle.
