This mod combines the map of SA, LC and VC into one big map. They also plan to add Manhunt 1 2 and Carcer city later on as well as some other custom maps. They are pretty much pushing the renderware engine to the limit here. They somehow got rid of the previous limitations that were deemed impossible to get rid of and that prevented something like this from existing.
Not only that but all maps will have peds, traffic, their own interiours for safe houses, empire making from VCS, their own cars, weapons, and localized radio stations from VC, III and SA (not from LCS or VCS sadly). They plan to include every single weapon and car from the 3D era universe (including Manhunt games and VCS and LCS) and even extra guns. The author said there will be over 200+ guns. They will also add most of the unused interiours from SA that will be fully solid and gang wars all troughout the maps. Pretty much every feature from SA, VC and III will be in it including custom missions as well as the whole SA storyline and a shitload of extra other things. They are really working and considering every small detail here. I can't believe something like this exists.

For TXDs and DFFs, you will have to open the IMG tool, and select the GTA.img inside the models folder. Next, you use the search function and find the model that you want to replace, like if I wanted to replace the infernus with a Lambo, then you find infernus.dff and infernus.txd. Then you replace those models from the extracted archive. After you are done replacing, you MUST rebuild the archive, or else it will corrupt the archive, rendering it unusable. Then boot up the game, and see if the changes worked. This is the old way to install mods.
For CLEO mods, just drag the cs and other files into your cleo folder inside the root of the folder. You need to run the installer for CLEO first before it works.
There is an easier way to do this nowadays. Use [URL="http://www.gtagarage.com/mods/show.php?id=25377"]modloader by Link2012[/URL] to install mods instead. Extract the files from the archive to the root of the folder, then create a folder within the modloader folder, and drop whatever mods you want into the folder, from handling.cfg files, to cleo mods.
The best thing is, that you can drop new mods while the game is running. This doesn't mean that the IMG tool you downloaded is useless though. You'll need it if you want to extract files from IMGs, or make new IMGs.
SAMI, however, is useless.

i just downloaded GTA 4 for the multiplayer. Decided to login into my GFWL account only to be given the middle finger by an error saying it has been locked or something
last time i played the game was years ago so you bet your ass everything is older than my memory can remember
so now i go to the unlock shit and it tells me to login with a microsoft account (what the fuck is that?) and i enter my password and it says "fuck you wrong password" for no reasons

I played multiplayer (not lan ofc) with xliveless and it worked fine, you just need to sign into Social Club and you're done.
What menus did you go in on your phone to play multiplayer though?

Try to open Games for Windows Marketplace and Login, just type that name on start menu and see if you can log into your account. If so, try to do that and opening the game

Using a motion blur mod, go into the Rockstar Editor, set the scene up how you want but make sure to attach the camera to the player. Drag the marker for the camera along the timeline to make the clip "move" and it'll pause with motion blur over the clip. Then you just hide the HUD and screenshot it.
If you want to add motion blur to the game, go to update.rpf\common\data\timecycle\timecycle_mods_1.xml, CTRL+F and search for "nextgen" without the quotes and you should see something like:

The closest we have are those bodyguard outfits, and even they are just more akin to PMCs rather than military apparel.

There was this big mod called "Things to do in San Andreas", but I'm not sure if it's compatible with SilentPatch
