go to gtagarage or gtaforums, there are thousands of mods and trainers and car spawners and all that shit out there. SA is one of the most modded GTAs so you are bound to find something if you just google

When you're planning on playing singleplayer I can highly recommend spaceeinsteins all in one mod.
Go to GTAinside for your vehicle/weapon mods. There are thousands of them.
Also try Design Your Own Mission. It reminds me a lot of the editor in Arma/Operation flashpoint. It allows you to make very polished missions with cutscenes on the fly.
Also install the Lua plugin, I don't know where you can find lua scripts these days, but some really sick shit has been made for GTA:SA using lua script, stuff Like ragdoll physics and ridable horses.

Yeah I'm kinda sick of endless goons in suits and people doing the whole "lel ironique" neon underwear with no shirt thing.
Personally I just wear a hoodie/jacket over a tee and jeans, with a complimentary set of colors. Serves as a decent "average guy" sorta look I think.
