Because it's not? Though a few games throw the word DLC on a skin or a map, DLC to me is something that actually adds meaningful content to the game like missions, items, new areas, etc, but not on the small scale we've seen with these updates.
Personally, I see them keeping the game at $60 being reasonable as long as they keep creating new content such as they have, and maybe dip it down past $30-$40 for sales. They don't need the shark cards, they made a gigantic killing off the original releases on PS3 and 360 that it's kinda funny they even have shark cards to begin with, though I do understand.
And trust me, I know it's choice, but I like my choice to have meaning and not just like "Oh I spent $100 for a bunch of video game cars/boats/planes/tanks/guns/apartments/garages."
I really hope they don't patch that one wallbreach in the parking garage where you steal the armored kuruma. That's my go to when I want to fuck with people or hide from a bounty
Like if it was content like the Ballad of Gay Tony or Lost and Damned I'd pay for it just for more immersion in the world that is Grand Theft Auto, that's really why I love this game.

My guess is that if that apartment doesn't come in the lowriders update or the halloween update, it has to be coming when/if apartment customization is added.
