In real life Police patrol though. They don't all sit at the station and wait for calls.
Gun fighting sucks in GTA V because everyone has incredible marksmenship and hit you all the time.
It depends on how prone to crime your district is, generally, and the density of population. If your area is relatively quiet or the biggest hotspot is within close range of the station, there will be fewer roaming patrols and more on-call officers. Cities have a greater number of patrols to ensure a fast response time, rural areas tend to favor on-call due to reduced population density, and suburban areas are often a fairly even spit, with one or the other increased depending on the time of year or even the time of day.
So, in GTAV, Los Santos would have a very heavy patrol presence, south Blaine would be a bit sparser but still visible thanks to rampant drug trafficking and violent crime, and north Blaine (Paleto area) would be mostly on-call and highway patrol, with maybe one car occasionally doing a few laps of the town at key hours.

True. But it always kinda bothered me. As ruthless as the world in GTA 5 is it's just something that makes sense. It makes more sense than the entire precinct suddenly appearing a block away.

In GTA IV they stopped spawning the random cops when you got into a chase, so that you could actually escape. There are some areas in GTA V where cop cars spawn at night, but there are only like two areas and the spawns are rather rare.

Story mode, yes and I think there's a rare chance a police cruiser will enter normal traffic in online.

I think the key thing is you have to be reported. If you're reported and it looks like you were going out of your way to grab it (or you asked for it), you get banned.
