Occasionally I see them in Sandy Shores, Grapeseed, or Paleto Bay.

I hope since you can pretty much seemingly create your own gang/militia, they'll introduce a better way to make money, maybe something like a steady income that you'll be getting as long as your organization is successful within its bounds.
