It looks like it is a bug added in yesterday's patch. I'll have to wait for a fix.
What's with all this emphasis on a settlement, building things and assigning people to do shit? For fuck's sake, maybe it's just me, but when I play a open world I'd pretty much like to explore this [I]world[/I], given it's [I]open[/I], and not enclosing myself in a single space and do petty things

I have yet to advance in the main story, I haven't done a single main quest for the brotherhood or the rail, and accidentally did one for the Institute when I was exploring the south. I did it because I found an unkillable NPC fighting a bunch of BoS armored guys, every time he killed them they sent another vertibird filled with Brotherhood soldiers, and because I didn't want to attack the Brotherhood, I had to finish the quest so the NPC could leave once for all. And if I find a bug, well, at least I'll try fixing it, even if it isn't that important.

Also loads of XP for crafting.
Sanctuary probably isn't best place to have as a main place to store stuff overall on survival because it isn't center of map, what would anyone here say to be "best" settlement for "main" settlement on Survival?
did they reduce the amount of legendaries that spawn in survival? There were some corpses lying on either a dead Sentry-bot or turret or some sort of machine that exploded, the only thing I know is that I saw a Synth corpse that never fell back down, and two other corpses that flew about 300 feet.

Hardly anybody does though, because settlements are a convenient place to hide your shameful obsessive junk hoarding. Even then, there are places like the Home Plate where you can store your shit without the tedium of managing a settlement.

My non-Charisma characters are going to leave a trail of starving idiot settlements everywhere they go

I really enjoy building settlements, but I honestly hope this isn't going to be a returning feature in fallout/TES games. Truth is, while you don't [b]have[/b] to do them, settlements are one of the only completely fleshed out aspects of fallout 4- eventually you run out of shit to do and just sit down and play mayor. Speaking of Mayors, I managed to kill mayor MCdoughnut [sp] before beating the main quest. I swear that Ada seems to change between slightly lower than player height, to normal Robobrain size. Can't figure out the specific thing that causes it.

Cut out the food/water/happiness etc and just let you use it to make houses and bases and such, even if they ended up only being for the player. Sort of like Hearthfire, but with a lot more customization and freedom.
