An RPG based in the HL lore sounds cool, but how would they get around handling it considering how everything is presented in the past. Valve certainly has the man power and the financial resources to make it happen, but considering Valve's history of having games in development hell I don't know how they would stay focused on an action RPG.

Given that the HL series has basically always held the stereotype of a corridor shooter, I'm having trouble comprehending how it could possibly work as an open-world action RPG. Especially since we're supposed to go to the Arctic.

Random Combine outposts or something. Or only part of it takes place in the Borealis. Gets you hooked on open environments and options, then Xen's the fuck out of you with a throwback to the corridor shooters that were HL1 and 2.
But we already had Witcher 3, MGSV open world games this year. It will be weird if your game is to scrounge up rebels from outposts and gathering scrap to upgrade your gravity gun with communication from your side with NPCs being nodding or shaking your head. But if the open world part is community driven multiplayer combine extermination simulator (Quake Wars dare I say?), with Freeman getting the singleplayer corridor shooter part to set off events I could see it happening.
Gordon and ziplines, I like this. I just hope they finally make a proper model for him and not some floating arms.
I hope they change their mind about legs being immersion breaking in first person
I don't think they consider legs unimmersive per se, just the fact that first person legs are often done in a manner that easily ruins immersion. Like having your feet planted firmly in thin air when standing right on the edge of something. So they don't do legs.

With TF2 there have been lots of things, like mentions of a GLaDOS boss, MMO quests and monsters. After looking through some of it though, it actually might not be a a joke, it's not as obvious the previous ones have been. There doesn't seem to be anything there to suggest it's an RPG, though. It's mentions a npc_quest_citizen but that could mean anything, really.

Since L4D was multiplayer, it couldn't take advantage of that feature.
A file named HL3.txt does not just randomly get released in an entirely different game by accident. Odds are Valve intentionally leaked the document to gauge people's reactions to an open world Half-Life game.

MGS had a good transition to open world, I don't see why Half-Life couldn't. Especially since driving was a huge part of Episode 2.

And Ravenholm had an entire area you could miss outright and that was completely optional.
