Procedural generation is for NPC spawning, which wouldn't be that unusual. The squads are something where NPCS follow you, HL2 had rebels joining you. This does mention commanding NPCs, but HL2 had NPCs with an output for when they're "ordered to a location by player". The Zipline is part of NPC Rappelling, which is something the Combine did in HL2 and there's no mention of the player being able to use it. The word quest is mentioned for an npc_quest_citizen, but that doesn't mean the game itself actually has quests. The RPG.txt file is for something called "An RPG unit", and it suggests it's a group of NPCs. Other than the file being named HL3, there isn't even anything to suggest this is new or recent. There's even a mention of what to do the game is running using DX7, and i highly doubt that is something Valve are going to consider with the next game.
Well I think names of those files, like "hl3.txt" or "rpg.txt are so obvious that it is hard to NOT consider them as a joke, or messing with fans. However, it's always something.

Isn't that area mandatory for you to get out of ravenholm, since it's the only way to get inside the building and up on the plank that connects the area to the right that leads to the church with the bucket that grigori sends?

It's linearity was one of its key, defining factors that helped it become the gaming giant we know it as today. Half-Life is supposed to be linear, and straying from that is a bad idea imo.
Half-Life's linearity is even part of the plot; G-man is basically contrived "this is the way you must go" game mechanics in human? form. Not to say it could never ever be open world or anything like that, I just feel Half-Life is better the way it is currently.

no it's definitely not optional unless you grenade jump or some shit though perhaps the one-way door up the apartment glitches and opens up sometimes portal2 update?

I thought VR would be a prime candidate for HL3 coming from that angle, since it's a whole new unexplored territory, but they outright debunked that recently. Unless "Not as I recall" means a different map, in which case is huge news to me, since it would have to be one outside of the d1_town maps.

The quest stuff is probably left over legacy code from Stars of Blood.
If I worked at Valve it would take me about 20 minutes to start ironically referring to every action I do as being related to HL3. "Just filled the Half Life 3 tax returns, boy did we spend a lot on computer equipment for Half Life 3 this year" "Hey Dave, did you get my Half Life 3 email? I sent it a while ago" "Here are these photocopies of the cat, glad to help the HL3 project in any way I can" "Just mopped up the breakroom floor, Jim vomited everywhere from working on Half Life 3 soo much" "Just going to spend my lunch break taking a five minute nap to get some Half Life 3 ideas going and then straight back to fixing the plumbing!" I'd for sure say no to something like Far Cry 2-4, but having open world zones that you progress through the story would be pretty cool. The game has always been getting from A to B. That's why the majority of HL1 takes place in a single complex and a lot of Half-Life 2's story is traveling a long distance to get to an objective. They could easily structure each zone as being big chunks with a central objective in the story. IE: There's a zone that's a coastline you can mess around in and the objective is to reach a Combine base near the beach. It could work if they did it right.

With a open world I don't think there would be the same sense of progression because you will just be in one large area rather then in the traditional half life style where you go trough alot of smaller areas that feel very different from each other and give you a good sense of progression. Half life has always been a big poster boy for the linear single player fps, a genera we don't see a lot of triple A's anymore (expect for Wolfenstein: TNO of course... Fucking love wolfenstein) And we don't really need another open world fps.
Just saying, if whatever is an open world, I will just waste time in the vehicles. I already do it in Halo in places like the the Silent Cartographer.
