It is not at all the same as the traditional Lego games like Lego Star Wars. I would still honestly just call it a proof of concept. You can build stuff (I think just static models still) and explore, the terrain is pretty varied and there's other people and animals. But outside of that, there's nothing much to do. If you really want it then a sale is a better time to get it.

I really wish Steam would go back to the summer camp summer sale they had.
I liked getting free dlc for games I didn't have. Or even free games using the ticket system.
That was my favorite summer sale because the little event they were having was actually fun and rewarding and not just cards, emoji, and possible background pictures.
Just want GTA V for less than 30 bucks.

It seems like you got really unlucky dude, TW2 was given away for free around the release of TW3 and TW1 was $1.49 a few weeks ago on GOG because of their summer sale. So then all you'd need to do is drop some cash on TW3.

Humble Bundles.
You buy it for one or two games in the bundle, get many more. Add on cheaper bundles and such, wham.
Buy every humble bundle for all games (Usually around 10-15 dollars for each) and you start to get a rather large library quickly.
Add monthly to it too and you probably get up to 1000 games within like a year or two.
There's also even shittier bundles like the Indie Gala bundle which give 5-8 games for $1
