Does it take a turn for a country to fall once they're under 5000 troops? I got Dogelund down to about 3000 and they're still shown as being at war with me.

If the defender is at <= 5k troops at the time you attack you should win.
So I made my country, never tried one of these before so a new experience is as good as any.
