As TeddyBeer said, just spam one of applicable economic policies for a while until your economy is big enough to warrant trying the other stuff.
I feel pretty lucky in that my first attempt at finding oil was a big success, so now I've got an oil surplus trickling in.

He implemented caps on growth I think, like they did back on Bloc. So i think we better cut back on the growing GDP before things get bad.
