Training decays one level each turn and is also reduced one level each time you increase your troops.

this game seems bugged, some countries are growing faster than they should be. i have been observing the growth of several countries, and it is far higher than the game says it should be
What are you going to do about these drone countries used just for creating troops?
I see several with negative growth and 20k+ troops fighting wars.
