All you need to run 4K @ 60Hz is a GPU that supports it (pretty much any GPU) and an output interface that supports it (HDMI 2.0 or Displayport) There isn't anything more to it.

If we introduce the concept that a console can be "upgraded" via new versions of it, then I wonder why one shouldn't just buy a PC at that point and be done with it (with the adeed issue that, in the upgraded console's case, I'm buying a new machine altogether for just few new components, whereas with a computer I can simply buy the upgraded hardware I need and install it just fine). My argument however is kinda proven wrong by the fact the owners of the "vanilla" consoles will be able to buy the same games as everyone else and won't be cut off (their games will run less smoothly and fancy-like, but there are people who certainly won't mind)

It doesn't fucking count if you take an existing game and then strip away half of the graphics options and get it running at 4K 60fps, it's not the same game at that point. Console games don't have adjustable graphics settings.
