he hasnt said he is and he hasnt said he isnt, but the official Kojipro twitter started up today which is awfully close to e3, it could just be a coincidence or it might not, he could even pull another phantom pain trailer on us with something that doesn't feature those Ludens at all.

It'd probably to update it to Fallout 4's version of the Creation Engine, if even that; at minimum it could literally the high-res texture pack on PC applied to a PS4/XBO version of the game with all the DLC implemented.
