But after all that hard work, they might as well take a break and go back to taking commissions off every sale of other people's games on a storefront they don't even bother to police anymore.

Do you understand even the tiniest thing about business? Why would the upper management (which there is, believe it or not, its just small and they choose not to flex too much) keep those 300 something employees?

Valve doesn't care what their employees work on. They LITERALLY JUST released a VR headset, a controller with a completely new kind of design, and a set of VR games compatible with the headset, before that having the employees work on bugfixing and support for all of their titles constantly, what are you even talking about dude.
