I don't understand how the speed at which water travels affects your ability to use the bathroom? Usually my water is standing still, but this one time it did run off with my feces. So the fact that your water isn't running might be a good thing.

No, I mean that there was some pipe repair and I couldn't use any water in the house. So I went outside, bought some things, and ate. Oh yeah also got a haircut, which is the only place my monster hair trying to devour me due to lack of thirst would be acceptable.
