It's definitely not. The stats are shit for Medusa considering the price of 4k gold. I often find a lotus is useful if I need an item for something like removing a silence but if you're Medusa, you should have a Manta or BKB for that purpose.

people get linkens on medusa because the stats are perfect for her and it's an easy first item; the spell block is really just a nice bonus. you don't buy lotus orb for its stats

wouldnt you want to ideally play teamfight/gank based heroes that can do well with minimal farm and cooperation and still get you lots of possible kills? you shouldnt expect games to go late, after all, nor should you expect to have teammates that know how to carry themselves.
