About the whole arcana vote actually, I feel like Wisp is going to be the slight worse case scenario/best case scenario. I mean really, reddit and "pros" are voting for him despite him having one of the worse Pub win-rates in Dota. Most likely people are either going to buy his arcana, play him in pubs and drop him due to how you actually gotta work [I]as a team[/I] inorder to pull him off. (scary right?) It's only in Ranked/Teams/Tournaments where he can truely shine. That being said, him having an arcana would be nice since due to his design, he is one of the only characters without items, with the rest of the characters having legendaries, immortals or BOTH. (looking at you Juggernaut and Pudge)
My friend did a radiance aghanims refresher Wraith King build. It was pretty funny but it required him to just farm up for ages and he refused to buy a blink. Also apparently WK aghs ghosts have free pathing, I don't think the game mentions that anywhere.. like with many skills.

What sort of designs does Io have besides just fancier light shapes? When I look at it, there's really nothing there for an Arcana to be made for him. At least, nothing that would be crazy interesting and stuff.

The problem is that this is valve we are speaking of, they can come with either amazing or boring concepts (as example take new immortals, they range from begin awesome to completly trashy IMHO)
Right now there are more safer bets - Wk's "sk return" which has alot of potential with old recycled voicelines alone, and wr's facelift model - but both are loosing atm and wont comeback unless valve rigs everything
There is also pudge and people seems to be disliking him just for candidating, because "he allready have too many items" but everyone should think of this - how many pudge items actually change his abilities? A beard which makes his rot darker, and few hooks which change his chains textures, seems fair?
They're obviously not gonna re add skeleton king, why remove him in the first place if that were the case?
The arcana could impossibly be worse than the default Wraith King though.
Well they could turn him into a bones-possessing demon creature or some other shit, to match pitlord release at least (both are green anyway), not nessesary to return exacly the old sk, just bunch of his voice responses...

Skeletons or not, bones are banned in China.
I'd imagine if WK got the Arcana, Valve might do another resurrection themed gamemode for him during the halloween and make him ascend from wraith-hood into a proper living man. So it'd be less of Wraith king and more of angry/mad human king.
