Tusk is in a bit of a weird place to me. He has reasonable early game impact with levels but scales badly. This places him in a similar category to Pudge (apart from scaling), where he would ideally be mid for the solo XP but in reality this is usually a bad idea as a melee hero. I think the only way you should play him is as a ganky support. That means bumming XP from the safelane by stacking and pulling and then roaming, or else running an aggressive dual offlane. For items he is pretty flexible but I would steer towards any early game items that further his ganking and support capability - that is usually some form of mana regen, orb of venom, wards/sentries, urn, etc. If for some reason you are playing him as a core then you only really have one avenue and that is blink/shadowblade and damage items (desolator, mkb and so on).
Ultimately I think that despite several buffs he remains a really mediocre and awkward hero and there are much better alternatives.
Damn, just made it to the finals of a battlecup, only to have the servers crap out on me. Still trying to reconnect as of now, but my mismatched all-spanish speaking team that I got paired with is having a panic attack because of it.
