What I'm saying is that (IIRC) preorders are getting cancelled for everyone who reserved even one, and you can still reserve it again once they're put back up.
They didn't want to fulfill the multi-unit orders, so to avoid a false advertising lawsuit (they initially did not state a limit, therefor unlimited) they're canning everybody's and starting over.

Once again, they had their reasons; the XL had thoroughly cannibalized the standard 3DS' sales within the first quarter of its release here, while the standard model continued to sell at least decently well elsewhere. The XL also had a significantly more successful preorder campaign in the US versus JP or Europe.
From statistics they've been gathering since the original hit store shelves in 2011, it doesn't appear to them that offering two models would be worth it in this market, since a vast majority of buyers are only interested in one of them; the one that's the same size as what they have already, and what they traded in or skipped the original 3DS for, the XL.
It's not a stupid move. Quite the opposite, it's actually a lot smarter of one than most people seem to realize.

I think it's a smart decision, but Nintendo hasn't been known to make logical choices in awhile.

They (and other console manufacturers) do that so if situations arise like the recent Russian currency crash, they won't lose enormous amounts of money due to people mass-buying systems from the affected region for pennies on the dollar, and pawning them off to the rest of the world for absurd profit.
Again, it sucks, but there [I]IS [/I] a logical reason behind it. Hell, even Steam recently region locked titles bought with RU accounts thanks to that economic event.

They've been talking about removing it recently but who knows if they'll go through with it or not.
In the meantime there's an exploit that removes the region locking for all non-New 3DS's you could find through Google.

Yeah, but with steam you are talking about digital content that can easily be sent to others and resold on shitty websites for dirt. Hardware and physical games should be a non-issue when it comes to that. Sure, you could ship a Russian 3DS (lol) or Russian games (again lol) out to another country, but the cost probably wouldn't be enough attract a whole lot of people in the first place. I can't see very many people going out and saying 'I want to import a Russian 3DS, screw local buying!'. Its obviously not hurting anyone enough that they need to actually re-implement it (Sony hasn't had it in a while now, MS even went from region locking to removing it). Nintendo goes all out crazy with their region locking, even for REALLY stupid things like locking the Wii U Gamepad to regions. I highly doubt that their region locking stance has a whole lot to do with crashing markets. Iwata even came out in 2013 and basically said it had a lot to do with age ratings being different world wide and 'cultural acceptance'. Pretty shitty reasons too.

Yes, it's very good. It's not really similar to SMTIV though (Although Persona Q kind of adopted some SMT like elements with its persona fusion)
It's a grid based first person dungeon crawler series where you draw your own map and you play with a party that you get to assemble yourself. The combat is really fun and you get a lot of customization when it comes to building your guild. The dungeons are really well done and have some cool puzzles in them along with really tough enemies called F.O.E.s that you have to work around, either to just avoid, or to even solve puzzles with them.
It's a very good series and is worth looking into. They dont really have much in the way of story, with the exception of Etrian Odyssey Untold: The Millennium Girl which is a remake of the first Etrian Odyssey game that had a story mode added to it. I recommend playing either that one or Etrian Odyssey IV first.

Game's pretty challenging, especially if you don't use cheap combos like Impure Reach Naoto.
