Recent heists, aside from the remakes, have been steadily increasing in quality. I'm really not sure what's behind it unless there was some sort of workflow or staff change.

Why would I bring a 35 damage gun that has the [I]chance[/I] to 2 shot kill a cop type that got the shit end of the RNG stick for their HP when I could bring the same gun, modded for 40, that [I]will[/I] take care of the beefier versions of that same cop type in 2 shots.

It's largely the same as it was before.
One of the recent updates modified the npc AK model to not look completely terrible:

Because you might want more stability/accuracy/etc.
My point is that right now, it doesn't matter what your other stats are, below the damage threshold is bad, over it is a waste, making a lot of mods completely useless because you NEED to have the least over 40 damage.
Let's say you have a weapon with 40 damage already, which barrel extension mod do you pick ? Chances are you'll NOT pick funnel of fun because the damage it adds does not help you at all and it only nerfs your accuracy/stability. Fire breather ? Nope, again, damage does not help. Ported compensator ? No. Tank ? No.
If you have a weapon below 40 damage, which mod do you pick ? The one that will bring you over the 40 damage without nerfing the other stats too much. Choosing another one would be hurting your performance.
It's not a choice anymore, it's just a matter of min/maxing. To me, more damage should equal more kills. It's silly that weapons kill like this :
39 dmg : 33 enemies/100 bullets
40 dmg : 50 enemies/100 bullets
79 dmg : 50 enemies/100 bullets
It has nearly double the damage yet does not kill one single more enemy. It should be somewhat relative, especially considering how small the damage stat changes on mods.

Congrats, I don't have the money to spend on unlocking everything. I've got some shitty assault rifles, one shotgun, my good assault rifle, a deagle, jacket's gun, and another pistol. I could maybe see me switching the assault rifle out for a shotgun if I moved my deagle out for jacket's gun but other than that I don't have any actual not shitty guns because I only play this game once in a blue moon and I end up spending it on skills and masks and shit.

I'm actually a little annoyed by the fact that we don't have a real Keanu Reeves character and instead have the weird faux John Wick because then we could do the Point Break heists as Keanu if we did.

You can sometimes bump into them as they're trying to move to the house roof in Counterfeit and get hipshot because you assumed he was just a swat.
Also instead of giving them actual sniper rifles, they just stated in the FBI files that they use [I]"highly modified Car-4s"[/I] so :v:

They spawn close to you on enough heists to merit a higher quality model than those.

I remember when you'd meet them in PDTH's Counterfeit where they were completely unidentifiable from regular blue swat (Same model and gun), and they'd blow off 100% of your armor before you could react

As far as I can remember the Enforcer tree was the least bad out of them all. They shouldn't change much.

You can replace a mask with a head model, so they probably just did a bunch of model work.
