So, uh, today I got past the first door on Big Bank in stealth. I went into the Bus Stop Escape room and the phone in there (an unhighlighted phone, it was just laying on the table) gave me a "Press [F] to answer the phone" prompt. I did that and the caller went "Hello... Is anyone there?" and then he disconnected, with the machine starting to beep constantly.
Has this been there forever? What function does this even have?

It's always been there. Like forklifts in Election day, it will lure a single random guard from the area to its location once. It's pretty much useless for stealth since it's so random. I can't remember who's on the other end- it might be Bo Andersson.

When you do that in stealth a nearby guard will come to the phone. It's just a short distraction for the guards. There's another phone on the first floor on the other side of the hall.

The purpose is luring a guard out of the "button" rooms if he stays in there too long.
Jones confirmed on stream that skin creators will not get paid in any way.

why not? that's like saying everyone who makes mods doesn't put any effort in it because they're not paid

The bigger the community, the more chance there's a lot of folks who want to express themselves and contribute via fanart, fanmade mods, maps and skins. And the payday community's pretty big. It's just that the workshop/the whole skin system arguably is not aimed at everyone.

I don't see how that makes my point irrelevant, getting money is a much lesser deal to most modders compared to actual contribution and they're not crybaby enough to be like "but overkill is making money off my market sales!!" when there's no system to give a % to workshop contributors from those sales in the first place.

CSGO, TF2, and Dota 2 itemmakers don't make a single penny off sales from the Steam Market.

I was genuinely excited for skin workshop and I had some skin ideas but now I'm just discouraged to work on anything considered Overkill [I]will[/I] make money via market sales.

I'm gonna take csgo as an example, the reason csgo's skins are so popular and the quality of the skins is[sp]mostly[/sp]top tier is because skin creators get paid off their efforts, you just not going to see the same quality of skins in Payday.

Because they already have a safe system and a market system that would benefit from it? It's much easier to moderate content if you only handpick a few skins and not allow everyone to upload ms paint skins with stolen ips that anyone can use. It would also break a well-established system of dickwaving about skin rarities since anyone can download whatever they prefer.
For the creators themselves it's a much lesser deal as well since you can just put whatever you want without a safe/crate system, however if your skin gets approved by a game company in their own title and becomes a legit part of it, that's much of a bigger one.

And here you answer your previous question, since the quality of most skins will be moderate at best. The difference between cs go and pd2 systems is that the latter doesn't allow for direct uv painting, which is a big deal for extraordinary looking skins a la legendaries in cs go.
Attracting people who are in it for money adds nothing to the game substantially because they're not selling keys any more, so the quality of the content doesn't matter as much. Neither are skins in a payday game in such a big focus, compared to cs go, where it looks like half the game's playerbase is in it just to gamble or show off knives.
How will legendary skins be handled though?
I don't think they'll let us make our own legendaries
