Nobody from Overkill clarified that it wasn't until people found out the hard way, and it still remained on the store page. It's also always listed small-time kidnappings and big league cyber-crime, and I guess the closest we currently have to that is the Undercover remake. To be blunt it's false advertising, people have a right to complain and it's pretty scummy of Overkill to churn out paid DLC for years instead of finishing an advertised feature.

I feel having something to work towards makes the game more fun, my biggest incentive to gain infamous ranks was the cool masks and materials the tree unlocked. saving up cash so I could buy a bigger mask rack for my mask area or add a new room to my hideout would probably get me back into playing payday regularly.
I'd like to be able to at least change my fucking gear in the safehouse to use it like a shooting range
warning,the mod break a few heist including goatsim and counterfeit,objectives don't trigger for some reasons.
PD:TH level camera flinch is the worst fucking thing when going up against a SWAT turret. But yeah, turns out that the "player_fall" camera shake is a good shaker to emulate to the PD:TH flinch. Right now I have it as LBV camera flinch being roughly as bad as it was in PD:TH, Suit having worse flinch than LBV and the flinch getting reduced more and more with heavier armors.

Oh man I just thought of a really messed up option they could do If they ever do get around to adding safehouse customisation. Special cops tied to chairs in place of targets on the range.

Since rise apparently had an invalid outfit (wtf?) someone might have this mod.

So rise is not the problem here
