The only way to kill Winters is to get him killed by Elijah the sniper you hired. Elijah bypasses enemy health and just sets it to zero, iirc.
I'm pretty sure there is at least one other way to actually kill him, because i have 2 confirmed kills on him according to the FBI files, as well as [sp]EVER SINCE I KILLED HIM THE SECOND TIME HE LITERALLY NEVER SPAWNS WHEN HE IS SUPPOSED TO EVER AND I'M AUTOMATICALLY STUCK IN PERMA-ASSAULT WITH ENEMIES WITH BUFFS, OVERKILL PLS[/sp]
When Winters first came out there was some glitch that let you kill him yourself, but they fixed it. Oh hey don't destroy Captain Winters and his funky bunch before they move into position and that blue shield icon appears next to the assault banner, because if you kill enough shields or do enough damage to make Winters retreat the assault bugs out and stays permanent, with the damage reduction to all cops still in place I believe. Not fun.
Shame about Winters, was really hoping to put a cap in him with modding magic. Outside of heavy weapons (RPG,Thanatos), what's the best way to handle Titan Bulldozers on Lab Rats? I remember in the Safehouse Nightmare you could just avoid looking at them and they wouldn't fire at you, but I don't know if that strategy works in Lab Rats, because they seem to fire either way. Having 11,000 health and no weakpoint makes them a pain in the ass if you're not packing high DPS shit.

(I know because I often purposely bug the assault just because more cops to murder is always fun, eheh)
Really wish Enforcers get LMG buffs

Ideally you'll want a second player to keep him stun locked or help with DPS. I don't think the "stare at the ground" trick works outside of Safehouse Nightmare. My current loadout I take into basically every level in the game is either an AMR-16 with the DMR Kit and the China Lake (armor builds only), or Light Crossbow with explosive bolts and Baby Deagle/White Streak (good for fugitive builds or armor builds). Honestly these two setups make the game a breeze and it's hard for me to use other setups because they work so efficiently. Here's my skill list/AMR-16 weapon mods. With the former setup, ideally you'd have someone constantly stunning him, if not then use the China Lake to stun the Titandozer then switch the AMR-16 to full auto and unload a clip into him. All bulldozers get stunned for I believe 3 seconds per explosion which doesn't stack, so you can hit him with the China Lake, unload the AMR-16, after three seconds circle strafe him and switch back to the China Lake, repeat. You may need to run around and pick up spare ammo from the ground but the pickup rate isn't bad on the AMR and combined with the 100 Accuracy and 200 or so damage you can basically kill any standard cop with one headshot except for Tans on Deathwish so you can save a few bullets to make more bullets. With the second setup, you can perpetually stun the Bulldozer with the Light Crossbow, then switch to your secondary and do damage. The Light Crossbow with explosive arrows has 50 arrows and does ~300 damage, more with a boost or with fully loaded basic, and the rate of fire/reload is really good so you can constantly keep the Titandozer stunned or one or two hit kill shields depending on difficulty. It'll take longer to kill the Titandozer due to the lower ROF/Damage but you keep him docile so the rest of the team can join in. Either way killing a Titandozer is going to take time. The reason I like those two setups is because ammo isn't an issue and I can still be effective when I'm doing other stuff. The AMR-16 is laser accurate with hipfire so I chose a big scope for the rare times I need to zoom in, the damage is excellent, and most cases I keep it in single fire so the low stability is manageable. The China Lake is an excellent nuke and ammo pickup is manageable. The Crossbow has so much ammo that I usually finish a heist before I need an ammo refill since I'm only using it on shields and bulldozers, and it's very concealable for some reason. The Baby Deagle/White Streak does great damage, has good accuracy, reloads quick and ammo pickup is manageable.
I kind of wish they didn't make Winters a specific character rather than some special shield squad with a really loud guy in charge. It's just so unsatisfying how every encounter with him is supposed to end with a "darn you heisters this isn't the last youve heard of me!" type deal, it's kind of fun to deal with him, but there's like no payoff

Came back to Payday to play the Shatter heist(s) Martini has been working on and I have to say it really captures that Alpha Payday feel of risk verse reward and punishment I expected from the goldfarb era of Payday. Its a really rewarding heist and the recent post he made of new stuff keeps me confident with the modding community and can't wait for more people to start releasing heists.
I'd really love to know what Overkill's original plan for Winters was, with all that emphasis on audio, voice lines, bricks being shit and what have you.
It seems like a classic case of them being wowed at the possibilities, and caught up within their own descriptions. When it came time to actually make something, they must have been stumped for a while until eventually just deciding on the the simplest possible route. The most damning part about Winters is that he'll probably stay the same, even though they probably could do something more unique than just a shield variant. Overkill doesn't seem to keen about adjusting law enforcement units unless it's a buff. The SWAT van turret comes to mind.
Someone's working on a loud shadow raid mod and it has stuff like thermal drilling the vault etc, look cool so far
Someone's working on a loud shadow raid mod and it has stuff like thermal drilling the vault etc, look cool so far
Oh yes, finally we get the fixed, fun heists Overkill never delivered. GO Bank or Train Heist made actually fun Framing Frame Day 3 with less bullshit Proper stealth on Firestarter Day 1 Rats and Watch Dogs in stealth Car Shop on loud The possibilities are endless!
what's wrong with train heist? Also I think someone else is working on loud car shop
what's wrong with train heist?
What do you mean what's wrong with Train Heist? It's a chore, that's what. In stealth, it's the most linear and frustrating thing ever. Plus you get fucked by RNG 66% of the time when you get a truck instead of the boat. Taking all the bags to the truck is practically impossible without being seen. On loud, it's the worst sniper fest. You have little room to maneuver and little efficient cover. And then there's all those objective bags. It's so annoying, you have to get like 20 or 30 bags out. It's ridiculous. Easily one of the worst heists in the game.
I'd really love to know what Overkill's original plan for Winters was, with all that emphasis on audio, voice lines, bricks being shit and what have you.
There wasn't an official statement about it, but sometime between the initial announcements about bricks being shit and whatnot Simon responded to someone's tweet saying that the original concept for the (at the time) new GenSec enemy had been taken back to the drawing board. Wouldn't surprise me at all if both Winters and the Commissioner were just last-ditch efforts to get something ready for release alongside the FBI files.
what's wrong with train heist? A set of guards (3 on DW) are specific to the lumberyard, and removing them/tying down civilians makes the lumberyard a complete safe zone? 2. You can climb the sides of the canyon by jumping into them? 3. Silent saw can get you into all of the traincars quickly and easily? 4. The area behind the boxes at the tunnel end of the train is a safe zone? 5. Bags sent along ziplines cannot be seen by guards where they drop?
I don't know about stealth but loud isn't really a sniperfest. There's like 4 of them, they can't shoot you most of the time if you're in a wagon and if you just kill any sniper you see you'll be fine with them.

The snipers still have the ability to quick scope you when moving into position, not to mention the hard to hit sniper that appears near a tower on the other side of the map. It's not a fun heist.
The snipers always are in the same spots and only show up after quite some time They're easy to deal with
Just got back from seeing Hardcore Henry. Amazing film. Now, you're probably wondering about PD2 nods, I noticed two. In a blink-and-you'll-miss-it scene, there was a room with a lot of video game posters on the wall. Among them were Payday 2, SuperHot, and Left 4 Dead. In the Strip Club scene, when Henry opens a drawer to grab a couple of pistols, Jimmy's mask was also in the drawer. Interesting thing is that his mask wasn't there in the trailer. As for those of you wondering just what the hell Jimmy's deal is: [sp]The real Jimmy is a parapalegic scientist. He uses clones which he directly controls via a VR headset to explore different elements of his personality. In the film, there are 10 Jimmies, including a Hobo, a Punk, and a Colonel. The Jimmy in PD2 is in fact the third Jimmy encountered in the film.[/sp]

For one, it can be hard to get those 3 guards and civilians without being spotted by one of the guards near the train. And if one sees you, they all see you. Second, that would only leave 1 pager for the 5 guards that patrol around the train, which is risky. 2. Yes, that doesn't make things much easier. 3. Wrong: even silent saws can be heard by a guard or civilian that is on top of the train, or the other side. If you try to be quick without making sure there is no one around, you will fail. There is also a certain train door where a guard under the bridge will hear you if he's there, which happens more often than you'd think. 4. There are a lot of safe zones for stealth. 5. Wrong: if the vehicle is the pick-up truck, guards can spot the bags, either from the bridge or the lumberyard. That means that the zipline for the truck is absolutely useless. Are you sure you know Train Heist as well as you pretend?
Don't be an ass.
1. For one, it can be hard to get those 3 guards and civilians without being spotted by one of the guards near the train. Second, that would only leave 1 pager for the 5 guards that patrol around the train, which is risky.
You kill them at the end of the lumberyard that's furthest from the train. There are a variety of safe positions to do this from. In particular, opening the door closest to the truck location allows guards and (rarely)civilians to path through a highly enclosed space.
2. Yes, that doesn't make things much easier.
It makes getting from one end of the train to the other risk-free, even when carrying bags of shells.
3. Wrong: even silent saws can be heard by a guard or civilian that is on top of the train, or the other side. You can see the positions of guards on the opposite side of the train by checking for their feet under the train.
4. There are a lot of safe zones for stealth.
There sure are! You just appear not to know them. This lack of knowledge is probably part of why you're whinging about a heist being simultaneously linear, random, and impossible. The rock on the plateau by the tunnel end of the map can be used to safely stage shell bags.
5. Wrong: if the vehicle is the pick-up truck, guards can spot the bags, either from the bridge or the lumberyard. Okay fine, I'll try taking lumberyard next time. No need to be an ass back. [editline]9th April 2016[/editline] Still not a fun heist.
I've got 200 hours in this game and never on r have I sucessfully STELFED anything higher than golden grin Big Bank, train heist, First World, Car Shop, alesso Stealth is so bad

Maybe alright is an overstatement.
FWB isn't too hard to stealth, you just need to be careful, once you get to the third section it's a cakewalk provided you've only used one pager for the camera guy, although sometimes the Bank Manager spawn can really screw you over. :v:
400 hours on the clock and I have still yet to complete a heist. Games bad all around to be honest.
Man, I can't believe Suit + Muscle works so well. Stupidly well.
