It's true to an extent- there's an upper bound on enemy speed(they won't get harder than normal) and the degeneration with poor hosts isn't linear. In practice the thing that's being effected is AI decisionmaking, particularly on switching between goals. A sign that it's happening is stuff like in SC's video- the enemy spends some time staring towards some other location (their prior target) before staring at you, then firing at you.

I see, so this explains the times where I've played and the AI just seems so stupid. They hardly react, it almost makes it seem like the host is cheating to make the AI passive, but they still attack.
So, it affects you more as a client, or does the host witness the anomalies the client sees?
Either way, it's interesting now that I realize I'm not crazy when I've experienced some hilariously easy heist, and other times on the same heists, it's suddenly much more challenging; which I assume is what's supposed to be normal.
I wonder if anybody can estimate an exact speed for CPUs that it starts to affect the AI in a detrimental way.

It's not a specific speed thing, and varies by map size and number of NPCs and players. Also bear in mind that some of this is also effected by other map-specific pathing issues (Alesso has problems with this a lot).

I'm assuming it happens just as bad on host side since it's his CPU that's doing most of the work. I'm not sure about what I'm about to say but I think the host CPU is handling movement and logic for each unit and client is handling targeting and shooting.
Host : unit decides next action, moves there, decides which player to target, decide if it can shoot player, send info to clients
Client : read unit path, unit has targeted you, confirm if it can shoot you, looks towards you and shoots
This explains why, because of desync, cops can shoot you while climbing a fence as a client. On host side, the unit's AI has already passed the fence and targeted you. As a client, the unit still hasn't passed the fence but the host asks it to check if it has line of sight ; bullets can pass through fences so it assumes it has and shoots. This kind of thing doesn't happen as a host because units positions don't get desynced so their logic is always up to date with their position.
I usually find myself using only the few latest tracks when I play, I should go back to the older ones more often. Searchlights is one of the best in the entire soundtrack imo

Idk man, the newest track Sweat isn't all that great imo. Feels a bit too slow for Payday.
Can we just take a moment and appreciate how far Payday's weapon animations have come?

They really are so much better nowadays, it's amazing how it went from the weird slippy slides of Payday The Heist to what we got now

Yeah, but I don't get why so many players miss the old animations, other than the nostalgia factor they are just worse than the current ones.
Payday 2 has surprisingly high quality weapon animations in comparison to other games

I don't think i ever will understand why people want the older worse looking animations back sometimes, or do things like remove the recoil animation
I usually hear people wanting a reload like the AK back in The Heist, but that was slow and made no sense, it's kind of back in but only on the Krinkov

The achievements are just general achievements added to Birth of Sky, Bomb: Dockyard, Cook Off, Bank Heist(any by the looks of it) and Murky Station.

It means the little effect of the food burning won't occur if the heist hasn't gone loud yet. I assume it still does burn once it has gone loud.

Is the image which shows what kind of enemies you will encounter on that difficulty. Since Murky Station, Shadow Raid and Car Shop are stealth only heists seems like there is no point of that being there. And of course, Safehouse doesn't have any enemies around.
