Well, let's see- you're asking for custom dialogue between all possible combinations of heisters, let's assume one way and that they each only speak one line of special custom dialogue. That's still 14*13*2=364 lines.
And you're evaluating the amount of effort (read: money) that this would cost by comparing it with what valve was willing to do with four (later, and to a massively lesser degree, eight) characters.
Is it me, or did somewhere along the line Overkill shrink the head hitbox for cloakers? I remember being able to hit them in the head a lot easier in the past, now it seems I'll miss my shots that are aimed at their forehead and scalp.
By the way, is there any reason the projected experience amounts seem to be erroneous whenever I'm looking up the minimum and maximum amounts for certain heists? Goat Simulator says I'd get around 8 million experience max, but nowhere do I even get close to that, it was more around 3 million upon completing a pro job.
Even Rats has an 11 million max reward projection for me, but the last time I played it, I know for a fact it wasn't that amount.

Per the long guide, the min/max reward values are just numbers quoted directly from a table- they aren't synced up to your actual potential earnings in any way. Also, Goat Heist awards a massive XP bonus (more than the overdrill) for doing a farmer miserable run.

Quality over quantity. They don't have to record thousands of lines like for L4D, only a few to fill out the blanks and make it seem apparent.
Also, why would money be a problem for Overkill when they're loaded with it and most of the actors are low-profile anyway?
It's obvious Overkill just doesn't want to make a lot of effort in the writing department. There's practically nothing in Payday 2 that is particularly well written or thought out.
Besides, we've seen time and again that they don't really have a problem with recording new lines, as they've made a big effort on having all characters say something, even in the newest heists.

I disagree if only for the fact that most heisters share lines.
Why are they unused though? Some of them are really cool, like I remember Sokol and Houston having tons of lines for spawning in certain environments, funny quips during assaults and such. Sure they can't have dialogues like L4D but just implementing the unused lines would be quite enough imo.
They'll probably be implemented later as part of a more extensive VO update, I do believe they've said they're not stopping at callout lines and such.
I'm gonna go on a limb that is VERY HIGHLY UNLIKELY
But who knows maybe they'll retract Jiro's japanese gimmick
More likely though is the VO update will see the end of Wolf's old voice unless they can get a great sound-alike
A writer isn't expensive.
A VA is.

That took me 2 seconds to write. It would take me like 4 minutes to set my audio setup, including my microphone, pop filter and DAW. Then recording the line enough times to have backups in case something goes wrong. Editing the line until I get something that pleases both me and the creative director. Would take probably a good 20 minutes all in all.
Now add to that the fact that the VA has to come to a studio most of the time. And the fact that during that 20 minutes, both a VA and an audio engineer need to be paid.
It's worth considerably more than a writer writing lines.
Also, the lines need to be implemented by a programmer. They are most probably all busy on something that is considered higher-priority at Overkill.

Why are people even arguing that voice actors are expensive when we were discussing that the real problem is that the dialogues are not interesting/funny to listen to like in L4D, evidence of unsatisfactory writing, and that obviously voice actors are not the problem since they apparently record more lines than devs care to add to the game?
On topic of Jiro... I wouldn't mind, if he was like Lo Wang-esque type of character.
the character interaction from PD:TH was definitely lost when we got to payday 2, and that's something I really miss.
I also was annoyed when we're getting these random shmucks from all over the country joining the payday gang. I didn't really bother me when we had clover, wick, or hoxton added in because they atleast had some effort put into explaining why they're there now.
I still love jimmy though

Before the release of PDTH, Overkill actually had a problem with publisher about black character called Chains, and even considered renaiming him to Chance or Chaynes (All the voicelines were done at that point)
