Folks who were streaming and apparently didn't know what they were talking about and everyone just ran with it. Actually I'm now hearing reports of framerate drops below 30 during large destruction on PS4.

avalanche makes their games with pc in mind, so yeah pc. also the inevitable mods and such.
all the reviewers and streamers who were playing jc3 early had the game delivered to them on a prebuilt pc with the game installed from them so sounds like the PC will be a decent platform for it.

Hopefully this doesn't mean they're gonna use the streaming install feature from MKX's release
I don't know if its a feature on the PC version but on PS4 you can play around on a tutorial island while the game installs.

I'm really not sure whether to get this on PS4 or PC. I know avalanche games are pretty great on PC, Mad Max ran really well for me, but it did have occasional stutters and some occasional freezes too. I don't really want to deal with that again.
