I'm kind of wondering how you managed to avoid seeing all the announcements about them not attending. I thought everyone should have known this by now.
I mean there were even news articles about this.
Dota 2 reborn is still very important for the company, and future development as a whole.
also E3 isn't important for valve to succeed, they are driving the most used gaming platform on computers.
Most of their recent announcements have been just through regular web announcements.
Steam universe is a prime example
They typically have never liked showing up at E3 anyway.

You remind me of the Portal 2 PS3 Announcement at E3 2010.
You know, when Valve said that they cancel their press conference for a "surprise". And everyone [I]immediately[/I] thought it was Half Life 3. All news went to say "Half Life 3 at E3??!?!? Valve cancels Portal 2 show for a surprise". Then Doug Lombardi even went out and made a press release, announcing that it was in no way related to Half Life. And people STILL thought it was going to be Half Life 3. And then all people were disappointed that it wasn't Half Life 3 and how Valve "fucked" with the communities yet again.
I really hate how almost every gaming "journalism" website always uses Half Life to gain clicks. Literally 90% of news about Valve not attending at E3 were "Half Life 3 not to be shown at E3, Valve will not appear".

I wonder what they mean by "different set of requirements"? I can understand not wanting to junk the investments they've already made in porting Hammer to Qt / rewriting Hammer to use Qt, but I'd be interested to know what else is convincing them to not consider it. Mostly I'm just holding onto hope that plans are afoot within Valve to shoot VGUI in the head and use something else for the desktop client, and if Panorama is a decent fit for not-fullscreen regular desktop apps, that'd be good; presumably there'd be code-sharing with Big Picture that'd speed up the job, but it's not looking hopeful if a regular desktop app like Hammer is deemed unsuitable.

I've been told that there is code sharing between the two Panorama engines but Dota 2's has some added stuff to allow for render panes for hero display etc.

VGUI was created during a time where cross-platform multi-lingual capable UIs were fairly limited and could not be embedded into a game. They wanted to create a UI that could be used in-game, and on the desktop as well. Currently, only a few things use VGUI.
The problem with Panorama is that it (probably) doesn't meet their needs for complex UIs such as Hammer. It probably wasn't built for the types of controls that typically appear in a desktop app such as context menus, drop down menus, sliders, grids, resizing, popups, etc. QT is also their only choice if they want a cross-platform UI that's supported by someone other than themselves. It's also probably easier to develop for QT rather than go and implement some complex logic to do X or Y that QT can do easily.
