They seem to be be opening the raids in accordance with the great increase in people who venture into normal and heroic raiding. A blue post I saw some time ago said that since SoO, more and more people have gone away from just doing LFR to also doing normal and up.

Grinded my way to Exalted with the Sha'Tari defence to get a title, mount and the sweet as shit transmog. But it's plate only, the Horde version (Laughing Skull) is listed as cosmetic armour so everyone can use it for transmog. What gives Blizzard?

Too bad you can only get those exact pieces in Mythic Blackrock Foundry. So unless everyone really steps up their game, less than 1% of people will get that set until the next expansion where you can just rush through every single boss on your own.
I had an excel spreadsheet that I was using to keep track of my garrison followers that I have been improving over the last month or so, figured it's got to the point where it might be useful to someone else.
It makes this from a list of follower item levels and abilities:

You can get an addon called Masterplan and it will tell you all that stuff anyway, also makes the whole garrison thing tons easier.
