It's some sort of old MDL format, just like HL2 leak one, it requires a specific studiomdl decompiler and HLMV, I also don't know where to start, but, like BSPs, MDLs have versions, retail MDLs should not be so different than alpha's MDLs, I think, if someone who got the old HL SDK, could check the studiomdl's source code (if we have it) and change the version which can be decompiled, I'll try that when I get home.

I just realised but... Clearly converting the model works [I]so [/I]well that you're able to lose both the smoothing groups and animations in the process because you can clearly see it's been rigged here to use the retail Barney's animations as in the alpha Barney is incapable of aiming up and down, and on top of that there's no attachment added for the muzzle-flash in the alpha.
As another friend stated to me I believe he most likely just ripped these models using one of the many tools that are avaliable out there which allow you to rip meshes from a 3D scene and then he just rerigged them to use the retail animations.

For ripping stuff from GL games I always used an OpenGL to DirectX wrapper and launched the game with the ripping tool 3DRipperDX. I didn't test it with Half-Life 0.52 (GL) yet, but it works fine on most Quake based engines
I wouldn't really recommend this, though. It can get really dirty at times
Edit: I'm sure there are couple more OpenGL ripping programs out there nowadays, so don't rely on the whole wrapping thing
Hacking up the HLMV source code until there's results and sharing the code differences publicly would be a good start, instead of "i did it and you cant have it"

The model header looks to be the [url=https://developer.valvesoftware.com/wiki/MDL]same[/url] probably just some minor difference. I'll look into it in the morning when I'm not so drunk, also assuming it's little endian (correct me if I'm wrong).
