Remember that it's also just the art, as well as being leaked. Valkyrie looked like garbage in the leaks as well, and now she's more acceptable. Perhaps it'll be the same for these dudes.

Yeah, noticed it too, same goes for lighting - their community manager stated that they have fixed A NUMBER OF SPOTS ON THE MAPS. Not the code for lighting itself, but maps. Oh well. Also, this new feature of caliber-based holes bothers me: now pistols will make the biggest holes, cause .44 > 9mm (pistols and smgs) > 7.62 (marksman rifles) > 5.56 (marksman rifles) > 5.45 (ak12) > 4.6 (mp7). It makes sense in theory, but there's no implementation of ballistics and the results might be weird. One thing is sure though, it will be buggy as fuck.

I could be wrong though.

SEK are state police units who specialize in rapid armed response, which is why they sometimes show up in plain cloths with armor thrown over them. GSG9 is federal police and tend to deal with more complex situations that involve hostages. It's like comparing a local SWAT team in the US to the FBI's Hostage Rescue Team. It's quite complicated and IMO the current system works fine, I'm not sold on the changes here.

Basically, you could say that SWAT is a spetsnaz unit of the FBI.
They could be saving the other CTUs for year two maybe.
