So on the fucking up economies:
You could argue that building buildings over a longer period of time would benefit the place more since it would bring tons of construction, electrician and plumbing jobs to an economy that is probably suffering from some serious unemployment issues. These jobs would help boost the wealth in the area, thus triggering more growth in the area as the workers there have money to buy things supporting local businesses, causing more wealth etc and etc. With hardlight building there would kinda just be stuff there and nobody would be any better off, they'd just have fancy shiny slums.
