None of the patch notes since the beta mention Widowmaker at all. Only person I can find that was slowed down at all was McCree, who had the time between firing his alt fire increased.

Every time I use it, it locks on and i shoot and it does NOTHING and I wasted an ultimate. WTF is wrong? I could have clipped their entire team after a mercy revived them, but it did 0 damage to all of them.
So is anyone else getting weird slowdown where the game's sound effects get all warped and fucky before the game just crashes?

It's blocked by walls and shields.
Best part of playing Zarya is when Junkrat ults.

I get the feeling it wasn't as long as you think it was, or their invuln lasts longer than you were expecting. That or they had a shield in front of them. Locking on isn't enough, the bullet still has to hit them.
