She's just a fun character. She has an annoying, over-the-top persona kinda' akin to Scout from TF2, but with the added bonus of a cool mech. It's basically the same reason I like Reaper, they're over-the-top and that makes them stand out, not to mention they're both a blast to play.
Though I will say, I was surprised to see so many people take to her. When she was first revealed she seemed to be almost universally hated.

I like D.va because she is fun to play. I could care less about a characters personality because it all just comes down to quirks that are only expressed in one liners.

While I have taken a liking to her firefighter skins, I think incorporating her Chinese culture seems more appropriate I think.

That'd never work for me, I'd be all beside myself if I did badly.
But yeah, Overwatch is the kinda game where you'd probably forget everything else but the game while playing; it's so fast paced and reflex intensive.

I didn't care about her at all at first. I was more of a windowmaker kinda guy at the start, but then I played her on a whim and she's really fun to play. Then on top of that you have a character that's funny AND cute. Funny, cute and fun, the trifecta. She soon took the "Best Girl" title. And will keep it.

Maybe we'll get some Southeast Asian heroes. I mean, it's a tenth of the world, sorta weird that we don't have a single hero from there.
