I remember the devs saying when they want to add a new hero and they're not sure if he's going to work ingame they test him with widowmakers playermodel.
I've clearly been looking at too much of these threads fanart that in the movie when genji took his mask off, I half expected the reveal that he was a yelling anime girl and then hanzo would ask her on a date like that one picture.

What's interesting about this is that the selected character is either at the very end of the Tank section or at the very beginning of the Support section. Even with this Windowmaker is listed in the Defense section.
Also I will have to check up on the this, as I cannot for the life of me remember, but I could have sworn the Hero Select screen used their default costumes, regardless of the selected skin.

It's either an early version of Widowmaker or a (new) hero using placeholder model and animations.
