Far Cry tried to be realistic and have survival elements; you die fast and so do your enemies if you land that critical headshot from across the map down the barrel of a wavering sniper scope, sneaking back into the grass to stay out of sight.
Postal wants you to go out and utilize the tools it gives you however you want, sometimes in creatively absurd ways. As well as not striving for realism, the ability to insta-kill people with nothing but a lone bullet to the face would mean that you would never have to touch anything other than your hitscan weapons - completely defeating the point of having such a massive arsenal to begin with.
His comparison completely misses the point of Postal and he instead chooses to judge it based on the year it came out and his expectations for games released in that year.
