Sometimes something happens to an .exe and the verify won't pick it up that something is wrong with it. I have had similar problems with steam doing the same thing with other games that have Launchers before they boot the game.

[QUOTE=isnipeu;43675274]Done that and it still isn't working.[/QUOTE] After looking through the Steam discussions, there doesn't seem to be a fix exactly for your problem but someone did mention in a thread that opting out of the steam beta allowed them to launch the game properly through the launcher. So if you do run the Steam beta, try opting out of it and launching the game through steam.
