He'd be talking about the update which came with it (to which i disagree personally i think it made it better, could use some more tweaking though), Common Sense itself is actually quite good if you like playing in Europe (or asia to an extent) since most of it revolves around Parliaments, new HRE Mechanics, new features for Protestants and Theocracies, etc.

Might as well have made new game instead of applying such radical changes to one that I already purchased.

Id stay off the common sense expansion. Just look at how pissed people are in the steam reviews regarding it.
As far as I can tell the biggest issue people have with common sense is just balance issues.

They're mostly pissed about the patch, not the expansion, which imo is justified.
I'd buy Common Sense only because you need it for development, without it, the Americas are all stuck being shit 1/1/1 provinces and you wont be able to add more building slots to provinces.

You can always revert to a previous patch.
The problems with EU4 stem from there not being enough to do in peacetime, and that Monarch Points are really just mana counters which are semi randomly influenced by your ruler that control basically everything involving a nations growth.
When Paradox announced common sense, they promised to fix the issue of peace being boring with development, but all they really did was add a system where you click 1 of three buttons on a province to upgrade it by using your MP.

Weekly Dev Diary #8 - Map Changes and Modding
I'll bold the highlights, there aren't ton of interesting additions though.

It is a dynamic region where the hegemony of one nomadic tribe was soon overthrown by another, but it is actually possible to play as proper Mongols (Khalkha) even in 769, in the region of Ötüken (though they start out paying tribute to their Uyghur overlords.) In the 769 start, we represent the region as predominantly Manichean and Buddhist (though the reality was more complex.) The Tarim Basin is perhaps of special interest since the Silk Road passes through it. That's it for the map; on to modding!

Here are some items of particular interest: All scripts under the common folder now use a proper folder structure for easier modding (i.e. more than one file can contain data) [B]You can now script your own triggers and effects[/B] (using existing ones) for easy reuse Consistent handling of modded classes; changes are now always added to the modded entity (e.g. a culture or an on_action field), rather than replacing it. The new government system allows you to override or add to the special gameplay rules of religions and cultures
So, modders delight! What else have I got for you? Well, here's a selection off the top of my head...
You can now, at any time, move prisoners between the Oubliette, House Arrest and the Dungeon.
[B]Banishment of landed characters has been changed so that they are only forced to abdicate to their current heir. You no longer get to seize all of their titles. [/B]
[B]Tribal counties are now more viable targets for raiding (there is more loot there) [/B]
The names of opinion modifiers are shown in effect tooltips (instead of just "Opinion Changes by -10", etc)

I really like to imagine that the rulers and soldiers of Jan Mayen are actually all Polar Bears, makes it more awesome imagining Polar Bears conquering the planet.
All their National ideas are Bear puns.
They also imply that they are ruled by Bipedal bears.

Well at least you know what the new cultures are so you can still get a rough idea of what the setup looks like.

EU Rome sure is difficult.
I decided to jump in an buy Common Sense. Had an itch to play EU4 again and I want to experience new, fresh content. I'm really digging the changes so far. Increased coring costs is great, you really have to think more about which provinces you want to take and if they're really worth it in the end. I also like the movement lock mechanic, no more bullshit march/stop/march.
I just wish they'd update Meiou and taxes already. Vanilla EU4 even with the DLCs is just shit
My professional army that just breat Brandenburg into a pulp, and it can't handle a group of 10 rag-tag militia begging for independence.
I got Austria in a personal union as Byzantium. It came as a surprise because in a matter of hours I was in war with England because they had some king 100 years earlier that was their "rightful" ruler of Austria. Needless to say, England did not get their wish through.
