And thus ends my adventures in Witcher 3, it took me over 40 hours to beat Blood and Wine, and I got one of the best endings to one of the best games I have ever had the pleasure of being able to experience. Bravo CDPR, not only did you craft on the most beautiful endings to end such a series, yet you also have the ability to be brilliant bastards.

Interpolation\Motion Blur
It most likely isn't true 60 FPS, it just so happens that any missing frames were blended in and it looks smoother than usual, or something like that. It's probably just motion blur in this case though. This is what it feels like to play a game on a 120 Hz monitor (or even 80) more or less, it's always ultra smooth.
I think Interpolation usually looks like crap though, there was some other technique similar to that I think. I don't really know too much about it, you should do some research on your own. I know that you can get accidentally get an effect like that by rendering a video at 60 FPS, even if the framerate itself varies, everything looks kinda blurier than usual.

Frame interpolation motion blur with lots of samples is really the closest you get to real photographic motion blur.
In this case, I recorded at 5% real-time in 60fps, then i sped it up and reduced the framerate to 30. This gives me 40 samples of motion blur per frame.
I used all the samples, aka 360 degree shutter, which some people don't like because it really creates as much blur as possible. But it also means it looks a lot smoother than you'd expect.
It's funny how it actually fools some people into thinking it's 60fps :v:

In addition to what other people said, playing and watching video is two different things. You can feel the delay of your input when you're playing, but you don't notice it when watching it. It's why movies look just fine in 24fps but playing in 24 fps often feels horrible.
Had lots of fun going back into Dead Rising 3, decided to make a video, gets better half way in I think.
